(PHS) conducted a wetland delineation of a Lowe's HIW, Inc. site, in Albany, Oregon (Township 11 South, Range 3 West, Section 8BC, Tax Lots 1000, 1100, 1201, 1202, 1300, and a portion of tax lot 800). The site is the future location of a Lowe's home improvement store. This report presents the results of PHS's wetland delineation within the study area. Figures, including a map depicting the location of wetlands within the study area, are located in Appendix A. Data sheets documenting on-site conditions are provided in Appendix B. Ground- level photos of the site are located in Appendix C. A discussion of the wetland delineation methodology is provided for the client in Appendix D. . , � ;� � � A< Landscape Setting and Land Use The approximately 11.54-acre study area is located west of Oak Street and south of 9 Avenue SE (Highway 99E) in Albany, Oregon. The site is located on a nearly level floodplain terrace, south of the Willamette River. Land use around the site consists of commercial business and residential lots. A four-building apartment complex and a single family home are located in the western-central portion of the study area. The northern portion of the study area consists of bare, compacted soil and scattered pasture grasses. A cluster of Oregon white oak (Quercus garryana, UPL) is located in the central portion of the study area. The southern and southeastern portions of the site consist of pasture grasses that are mowed a few times a year. Periwinkle Creek is located along the northeastern study area boundary. B. Site Alterations Vegetation was cleared for the on-site development, and non-native species are present, including Himalayan blackberry (Rubus discolor, FACU), and a variety of grasses and forbs. PHS did not observe any recent fill material, drainage ditches, or other recent alterations within the study area. ' � � 1 � • The Lowe's site was delineated on July 27, 2010 and September 22, 2010. Precipitation was not recorded on the July 27 site visit or the September 22 site visit. Precipitation was not recorded for the preceding two weeks for either site visit. Precipitation for the month of July totaled 0.04 inches. Precipitation for the month of August totaled 0.20 inch. Total precipitation for the water year (Since October l, 2009), as of September 22, was 44.42 inches, which is 112% of normal (National Weather Service for Salem, 2010). Wetland Delineation for Albany Lowe's site, Albany, Oregon / PHS # 4703 Page 1 Table 1 shows the average monthly precipitation in Salem for the three months prior to the July 27 site visit. Precipitation for these months is considered the normal ranges for the area (NRCS WETS table for Lacomb, 2002). Table 1 also shows the recorded rainfall for Salem for the three months prior to the September 2010 delineation. Table 1. Average Monthly Precipitation (N1ZCS WETS Table) Recorded precipitation for the months preceding the delineations was below normal, however, generally within the normal ranges for the area. Precipitation for the month of July was well below the normal range. , The below average precipitation recorded in the months preceding the delineations is not expected to have affected the wetland boundaries. D. Methods PHS delineated the limits of the wetlands on the site based on the presence of wetland hydrology, hydric soils, and hydrophytic vegetation, in accardance with the Routine On-site Determination, as described in the Corps of Engineers Wetland Delineation Manual, Wetlands Resea�ch Program Technical Report Y-87-1 ("The 1987 Manual"), and the Regional Supplement to the Corps of Enginee�s Wetland Delineation Manual: WesteNn Mountains, Valleys, and Coast Region, May 2010.. The wetlands were delineated on July 27 and September 22, 2010. Because the wetlands on site were delineated during the dry season, PHS relied more on the presence of hydric soils and oxidized rhizospheres, rather than the presence of water to determine the upland/wetland boundary. The northern boundary of Wetland D was determined through topography. The southern boundary of Wetland A is the toe of slope of an old railway bed (now a paved trail). Due to the time of year, soils were very dry, and digging was difficult. As such, soil pits were excavated using a small trackhoe with a bucket excavator. Pacific Habitat Services, Inc. Wetland Delineation for Albany Lowe's site, Albany, Oregon / PHS # 4703 Page 2 *Average Monthly Rainfail (NRCS WETS Table) for Lacomb **Recorded monthly rainfall (National Weather Service) for Salem, 2010 The standard methodologies and field indicators of OHW, such as vegetation changes, scour lines, debris lines, and water marks, were used to determine the jurisdictional limits of Periwinkle Creek. The OHW of Perwinkle Creek was delineated on October 20, 2008. E. Description of all Wetlands and Other Non-Wetland Waters Within the site boundaries, PHS identified four wetlands and Periwinkle Creek. Wetland A Wetland A is approximately 89,064 square feet (2.04 acres) in size and is located in the south- central portion of the site. The Cowardin class is palustrine, emergent, seasonally flooded (PEMC) and the HGM class is Slope. Dominant species within Wetland A(data points 1 through 5, 17 and 20) includes Oregon ash (Fraxinus latifolia, FACW), Nootka rose (Rosa nutkana, FAC), tall fescue (Festuca a�undinacea, FAC), meadow foxtail (Alopecurus pratensis, FACV�, Queen Anne's lace (Daucus carota, UPL), creeping bentgrass (Agrostis stolonifera, FAC), and sweet vernal grass (Anthoxanthum odoratum, FACU). Species within the adjacent upland area (data points 6, 16, and 21) includes Nootka rose, Himalayan blackberry, trailing blackberry (Rubus u�sinus, FACi�, Queen Anne's lace, lesser hawkbit (Leontodon nudicaulis, UPL), and meadow foxtail. The soils within Wetland A meet the definition for redox dark surface (F6) and therefore are hydric. Wetland hydrology indicators include oxidized rhizospheres, the wetlands geomorphic position, and the FAC neutral test. Wetland A continues off site to the west. Wetland B Wetland B is approximately 1,980 square feet (0.05 acre) in size, and located just north of Wetland A. The Cowardin class is PEMC and the HGM class is Slope. Dominant species within Wetland B(data point 15) includes Nootka rose, tall fescue, and meadow foxtail. Species within the adjacent upland area (data points 14 and 16) are similar, and include Himalayan blackberry, Nootka rose, trailing blackberry, sweet vernal grass, colonial bentgrass (Agrostis tenuis, FAC), meadow foxtail and tall fescue. The soils within Wetland B meet the definition for redox dark surface (F6) and therefore are hydric. Wetland hydrology indicators include oxidized rhizospheres, the wetlands geomorphic position, and the FAC neutral test. Wetland B does not continue off site. Wetland C Wetland C is approximately 1,030 square feet (0.02 acre) in size, and is located north of Wetland B. The Cowardin class is PEMC and the HGM class is Slope. Pacific Habitat Services, Inc. Species within the adjacent upland area (data point 18) includes Nootka rose, snowberry (Symphoricarpos albus, UPL), creeping bentgrass, and smooth brome (Bromus inermis, UPL). The soils within Wetland C meet the definition for redox dark surface (F6) and therefore are hydric. Wetland hydrology indicators include oxidized rhizospheres, the wetlands geomorphic position, and the FAC neutral test. Wetland C does not continue off site. Wetland D Wetland D is approximately 39,585 square feet (0.91 acre) in size and is located in the northeastern portion of the site. The Cowardin class is PEMC and the HGM class is Slope. Dominant species within Wetland D(data points 9, 10, and 12) includes creeping bentgrass, meadow foxtail, and tall fescue. Species within the adjacent upland area (data points 8, 1 l, and 13) includes Oregon white oak (Quercus garryana, UPL), black hawthorn (Crataegus douglasii, FAC), trailing blackberry, colonial bentgrass, tall fescue, sheep sorrel (Rumex acetosella, FACU), and brome (Bromus sp.). The soils within Wetland D meet the definition for redox dark surface (F6) and therefore are hydric. Wetland hydrology indicators include oxidized rhizospheres, the wetlands geomorphic position, and the FAC neutral test. Wetland D continues off site to the east, entering Periwinkle Creek, which is located just east of the study area. Periwinkle Creek The ordinary high water line (OHW) of Periwinkle Creek (western bank) was delineated during a site visit conducted on October 20, 2008. The riparian area along this portion of the creek is very disturbed. Dominant vegetation includes Oregon ash, Himalayan blackberry, cluster wild rose (Rosa pisoca�pa, FAC), and white clover (Trifolium repens, FAC). This section of the creek is mostly composed of Himalayan blackberry thickets. Fe Deviation from LWI or NWI The North Albany Local Wetland Inventory (LWI) does not map wetlands within the study area. However, PHS delineated four wetlands and a portion of Periwinkle Creek. A lack of landowner permission may be the reason for the discrepancy. ,�� � ` • r�� PHS flagged the limits of Wetlands A, B, C, and D, as well as a portion of the OHW of Periwinkle Creek within the study area with blue tape flagging. CardnoWRG then performed a professional land survey of the delineated boundaries. The accuracy of the survey is sub- centimeter. The data points were added to the delineation map based on field notes, and the estimated accuracy is +/- 3 feet. Pacific Habitat Services, Inc.
